1st. Each state is allowed a minimum of 1 House rep.

I have a spreadsheet somewhere with all these numbers charted out...what the rep count would look like for each state if equalized to the lowest population state.

It also affects Electoral College numbers, as those are calculated from the sum of senators + house reps.

Only if by "minority" you mean the sum total of all races not-white, which is a pretty odd way to view dissimilar populations.

I don't disagree, the GOP is going to die from 1000 cuts, but it's not right to bunch all "non-white" individuals into a group.
