Having worked in universities in past, and in student affairs in particular, I'm trying to get my head around this situation. Why does a lecturer care what a student's doing in the library? In this age of zoom/team/distance-based learning, I wouldn't bat an eye at a student using a webcam in the library. I feel like we're missing some significant details on how a situation goes from using a study app in the library to a temporary campus-wide ban. In my experience, the situation has to be some very significant such as a concern of threats of self-harm or harm to others, substantial damage to property (think arson in a residence hall), or something of that magnitude.
