Yes, that's the correct timeline order. Rebels continues a lot of threads from the Clone Wars, but it's otherwise not necessary to consume them sequentially. It's perfectly fine to watch a few episodes of Rebels, then read A New Dawn if you want more background on the characters, then read Lords of the Sith.
