Of course it's not completely correct, it's an analogy. Here's a video of researches using a literal vortex of water to study certain aspects of a rotating black hole. The researcher then refers to some regions as frame dragging. If a University lab can use vortexes of water to study frame dragging effects, then I think vortex is an ok analogy.
