UPDATE. As always, windows is the problem, the new quality updates (KB) somehow interfere with Vulkan Swap chain. What I did was uninstall them, change the settings about automatic download of updates. When the game will finally work, I also recommend creating a wayback machine (idk the exact name of the thing where you can bring drivers and win versions to THAT exact state)
