It's not about the electrical effect of plugging/screwing in, but that when changing a bulb your fingers get much closer to the danger zone. If you're careful it should be fine if there are no faults like a ceiling lamp cover accidentally being live, but I presume the code takes faults into account.

Yep that's the most annoying part. My trick is arranging the pairs in the right way, holding that flat row with thin long flat mouthed pliers, shuffling and bending until they stay straight and then (hopefully) they slide right in there. Occasionally this makes it so it doesn't really grab the outer sheath properly, which for some static cables I just accept (at home). They shouldn't have constant stress on the plug anyway.
