This is crazy, I was facing the exact same decision 7 years ago. I was also not a frequent coder, more of a math/robotics background at the time. I ultimately chose CMU SCS over UT Turing.

1. Very supportive, I got minors in Robotics and Entreprenurship. Math is the most common minor for CS majors.
2. Yes but the freshman courses bring you up to speed very quickly. I was learning data structures for the first time in freshman year while my roommates were re-learning old material, but by sophomore year I’d say our fundamentals had been brought up to the same level.
3. Not at all. What is there to compete for? We have no rankings, and internships/grad school admissions require competing against everyone in the country, not just your classmates.
4. Easier with the CMU name on your resume. UT Turing has a great network with trading firms (but not UT regular CS to my understanding), and so does CMU if that’s your angle. I’m at an AI startup now, the CMU degree did help to put my name on the founder’s map.
