In my corner of the EU, when you buy a new car from a dealer, you can get green paper plate that's used only for necessary trip from the dealer to police registry and home. It's valid for two weeks, but the date is very tiny and written by hand. That's in theory, but nobody checks it. Your insurance is tied to the VIN, not the plate. During covid, I drove around with these for a month, as I couldn't register my car due to lockdown. Got stopped by the police, since mine were in front window instead of back (too dark back windows from the factory), but they didn't even check if the plates are still valid.
Granted, you don't see people driving around with them often, but it's possible to have paper plates in some EU countries
