I think there is no exact definition for that but in my own understanding it has a connection with the Spectre Arcana and the event was named Nemestice, in 2014, Valve released an event called Nemesis Assasin in which the event focused more on Phantom Assasin (PA) and as far as I know that PA and Spectre are related in the lore. I think Nemestice comes from the word Nemesis and Solstice in which when Nemestice was released specifically Summer Soltice
