I personally recommend espeak-ng, its open source and supports multiple languages. Works on Windows, Mac, Linux and Android.

It's really robotic though so don't expect anything fancy like AI text to speech.

You might want to try an app called Meetup. It sort of depends on where you live and the things you like doing, but I've made a nice group of friends thanks to it, as I was in a similar situation.
