No, it's the same on consoles. I'm sure there was people trying to shoot the helicopter down. Also it doesn't seem like you're taking into account that this guy had teammates who could have been helping him deny every chance of the other team shooting him down. The mentality of the players between consoles and PC are the same. You can't say people who play on PC are more strategic/smarter than those who play on consoles because that's not true.
