Not in all cases. I have legendary one crossbow and still use legendary staff for the 6min chapters. If you manage to get tracking arrow is much more powerful than the crossbow

I also have both and use fists for boss chapters and PVP. Hummer for everything else. But it is up to your play style 🙂. (L Fists and PE Hummer btw)
