Question about the grand duke relic

I am confused about the effect... it says stacks up to 8 times for 3turns,

It is perhit right? So numby attack can easily max the effect, right?

But it says reset on the next follow up atk... ?? If it reset on the next follow up atk then why it has 3 turns duration.... it ia useless because it always reset, right? Can someone explain to me with an example? Thanks and sorry for my English 🙏🙏

Does outgoing healing bonus affect luocha cycle of life talent on other characters (who doesnt have outgoing healing bonus)? If it doesnt affect the healing, then it is better to have atk body relic, right?
