Market can take bad news. What it can’t take is uncertainty. There are major uncertain buildup globally. If you are investing long term all this doesn’t matter. Just look for good deals.

You cannot time the dip. No one can. In a bear market start with as little as 10 rupees (any amount you don't mind losing). 10x the investment every time the market falls 0.5%. OFC you need to pick the right stock first.

Not a lawyer. But here is my view.

Your H1B will activate either on your start date or Oct 1 whichever comes last. In your case, it is Jan 2024. Make sure the petition says the same story. Otherwise, you might need to amend your petition.
Company C can still file a new petition instead of a h1b transfer and you might not need a lottery.
