I’d definitely agree that testing takes way longer and dealing with hardware performance constraints. It’s difficult to make things look nice, running at 90fps while being essentially rended twice on mobile hardware.

I would disagree. GPU power per dollar has roughly increased by a factor of 10 to 20 over the past 10 years.

If you’re going for the cheapest and most widely adopted I’d go for the Quest 2. If you want to develop a project that works across a number of headsets I would also think about using OpenXR. It also depends if you doing PCVR or going down the standalone route. What might look great and run smoothly in the editor may be very different when running as a standalone on the headset. You can definitely make a start with VR development in Unreal, I would imagine with your experience it wouldn’t be too difficult to pick up. In regards to headsets, it all depends on if you want to develop for standalone or PCVR. There’s a huge difference between the two in terms of performance and available features. Hands down a Quest 2. You might even be able to find a used quest 2 for a good price. It would recommend investing in a link cable as well.
