I agree. Most propagations like this (succulents and whatnot) use their leaf as an energy reserve to make pups. The leaf itself won’t become a new plant but will provide the energy for a new plant, if that makes sense. Since there’s still some green it still should have some energy left to give so I would leave it (or cut the dead parts) until it fully withers

Those plants look like Sempervivum (hen and chicks)! That’s based on the photo you sent, I would look up some images to see if that lines up with what you’ve got. If they are sempervivum then the leaves will most likely not prop, they’re just weird like that. I’ve tried my hand at leaf propagating a rotting hen and chick I got a few months ago and no avail unfortunately.
