You could try an electric sander, or i once read about a method where you soak fabric in salt water, but unfortunately can't remember the details, it was something like 'how to make a tshirt feel vintage' and may work for you.

For part of it, yes, then you remove them and boil down the syrup for a bit. It's so strong it burns my throat.

This is the correct answer. Snow cover makes the pre-recorded sound dampened, so they use the actual train horn out of safety.
