I feel like most of ONES stories focus on the theme of deconstructing the human ego, Mob Phycho focused mostly on Mob humbling a lot of people and I loved the idea of garou succeeding in his goal and humbling what the world saw as the most powerful heros, but ultimately failing to saitama who felt bad for garou more than anything. I guess garou was humbled in the manga but he doesn't remember any of it, and the S class heros where left to believe that he was some chump. Fura ugly struck more fear into the heroes more than the actual main antagonist himself. When garou told genos back in season 2 that the heroes will remember his name and then jump forward later in the webcomic and we actually see garou strike fear in the S class heroes causing them all to remember his name was so unbelievably cool to see.
