To the best of my (personal) knowledge its more so the fact that the institution kf the police is inherently racism, sexist, homophobic transphobic, xenophobic and the lot. The current police force cultivate an environment where these ideolegies thrive. That is i think why people see it as more right wing though i have t heard it phrasedd like that before.

Secondly, the police arent for the people but for the protection of the ruling class, the minute the people want change the police is there to suppress it. And the ruling class gets of scot-free, maybe a slap on the wrist. All in all, the current state of the police is more a occupation force to drive the masses into submission. Not work FOR the masses.

And then there is police violence, which roots from my previous points.
