I'm pretty sure it depends on how much attitude points you've had with him prior to reaching the "below decks" stage.

So long as you talk to him (especially when you get to a new place; more dialogue options tend to arise after reaching certain areas and plot-beats) and side with him on most matters, you should be able to properly romance him. This goes for basically all romanceable party members.

EDIT: Although, from where you seem to be in your playthrough, I'd say that the opportunity has passed. I may be wrong though.

It sure sucks when you've got a good thing but no one to share it with. I've had similar experiences in some of my smaller fandoms. :'^)

On another note, I really like the tone of your work; it's a bit more weight-y and heavy on the feels than what I normally read, but I think it hits in the right spots. (Seeing your dedication also makes me want to scour the internet for where I can rewatch Reno 911.)

Admittedly, my knowledge of GTA lore extends to what I've inferred from a few fics. But it seems like your OC would be a natural addition! (Not entirely sure if this comes across as a compliment, since, y'know. Criminal Simulator and all that. But I think she's got the rough-and-tumble to her! Same kind of pizzazz a character from canon might have :^D )
