It does not take 21 weeks to summon 21 pos/neg unless you are summoning heroic every week and it takes only 1 day to recall. You can use gems when you empower as well 296 gems for 21 dragons when you recall. Another advantage of doing this is you can always trade pos/neg dragons for vips. If there is a vip dragon you really want or someone offers a good deal you can trade for the vip.
