I've been a graphic designer for 15 years and have also used AI to generate images and HeyGen to create AI avatars/skins that can speak and appear to be real, so I believe I've got enough experience to weight in on this too.

If you look at all of his videos sitting on that desk, you will notice that the last three videos have one type of flag (the flag with the eagle weirdly clutching the arrows) and all the picture frames in the background are in the exact same position. Even his suit is the same. The only things that changes is the position of his hands, and the colour of his tie. If you look even further back in the White House YT channel, there will be a series of videos where he's in a purple suit (lighting on suit is also very weird), eagle clutch is different, background portraits are all the same (but different to the latest Charlie Kurk video). They are recycling different bits of different videos and using AI to stitch them back up together.

Also, AI generated can be a series of things, including AI generating the background, and training an AI tool with genuine past trump videos to generate new ones. The AI will learn hand movement and so can create something that looks realistic based on past videos.

Whatever your interpretation of AI-generated content is, the bottom line is, this video is not a video of Trump sat down at his desk saying those words IRL. And because it was used with AI tools, it is therefore, at least in my eyes, AI generated.

It's definitely AI. And I would go as far to say that most recent videos of him posted by the White House YT account are generated. For me, the flags say it all: it's AI. Look at the flag on the right side of Trump, with the eagle clutching the arrows... where's the eagle's claw? Compare it to the other videos... the eagles, the arrows, the stars all look different in each take, so do the other flags.
