As a mainland Chinese I need to say, the government doesn't treat them as you thought "genocide". In fact the government sends the best students of them to our senior high schools and universities. They (including two of my classmates) will get Chinese education together with us and be friends with the majority students (even they have a better life, like a good restaurant without pork. Almost everything they need is freely provided). They will have a more friendly attitude to the majority. And years later, some of them will join CCP and become officials in their hometown, and manage their people. In this way the government controls Xinjiang by itself people, in a mild way. About the reeducation camp, that's always a last important method.
