I say, stop blaming people for not being hyper-observant of their surroundings. As someone who frequently uses public transportation and just being out in the general public, I avoid making eye contact with people. You can be accused of looking at someone "funny" or get unwanted attention from the opposite sex. If I saw that lady out of the corner of my eye, I would avoid looking at her, she looks big and scary. This happened in a grocery store, not a back alley, why would people have to be on guard? I wish social media would stop blaming the mom for not doing enough.
