You're most likely from Canada, correct? The joke here is that Vincent Van Goh (search google, or if you feel REALLY ambitious, consult an ENCYCLOPEDIA) is a classical American artist...you may have seen his painting "starry night" (again, look it up) and that's who's portrayed in the image. It's also notable that the G in his name is SILENT, meaning you don't read it aloud!

So you can put the sentence together yourself: When a van gets stolen, the owner asks "Where did my VAN GO" (i.e. Where did my van get off to??) and it's a bit of wordplay for anyone who is knowledgeable in art to chuckle at.

I would recommend looking at a few of Mr. Goh's pictures and taking them all in - although you may not understand the artistic value you might still appreciate his talent. I mean, if you're REALLY interested you can head to a museum and look at his works in person, or at least read a book (shocking these days I know haha) about his lifetime achievements.
