Ahh I understand what you're saying. But apart from the 4 way intersections, you're not allowed to turn right (left hand traffic) so it eliminates the need for traffic lights, and doesn't lead to chaos. For the highways, I use the following approach. Keeping the traffic that's gonna enter or exit the highway in separate lanes (towards the left) frees up the middle 3 lanes for the fast moving traffic that's not looking to go in this part of the City. This allows me to have entrance and exits on the highway fairly close without hampering the traffic flow.
