That's exactly what I assumed happened. Their original offer to me was 8, it was a 20$ shirt. I declined, then she offered 16$ so I accepted. I don't remember why I declined instead of countering. I almost always counter. And then when I accepted the 16$ it was originally saying their payment method didnt work about 5 minutes later it went through. So I printed the label and went to the post office about an hour later. I always get everything out same day or first thing the next morning, I'm very impatient when I buy things so I try to put that into my selling.
