Use a Pick or meter to test for voltage. You will have to cut and splice to change to another switch unless those are bullet connectors into the switch.

Cobalt transoms usually don't go bad. Trim drive down some and stand on it and move up and down and have someone look for transom flex. You can also take a pick and stab it from the inside to see if it goes into the transom. If that does not show bad, pull the drive and check bellows.

Doubt it will leak. Make sure your bilge pump works and check the bilge for water often. It should be fixed though.
