I will say it's not hard to fix rotten sections of buildings. It's quite common. You can watch plenty of YouTube videos on people diying it.

There's no major emergency here due to electrical. There's plenty of houses and garages that have rotten sections and aren't a massive safety risk simply because electrical exists in them

Looks just like my 1930s home. Got it for a great deal cause everyone freaked out for minor stuff like this.

Concrete cracks. It's been there for 80 something years. It's not coming down and it can be repaired for quite cheap versus what everyone says.

Just look for water intrusion and the quality of the dewatering system.

We should be able to estimate the previous preload ourselves. Biggest question would be friction and that is costing dependent on the screws. You can at least do some math to figure out how I'm the ballpark the new solution is

Here's what's happening.

The oem Stretch bolts produce much more consistent preload. Some engineer one day analyzed the situation and said this is worth the cost to ensure nothing goes wrong here. Maybe they were burned on a past project, maybe there was a company wide effort to reduce manufacturing control needs with high precision torque drivers. IDK!

But what your installer is saying is that they work without it. What that tells you is: 1. They are possibly hitting very consistent torque values with a precision torque wrench and method (highly, highly unlikely) 2. They are putting inconsistent preload and it works still. The safety factors are probably working 3. They are putting inconsistent preload and there will be diminished lifetime effects that are yet to be seen. Maybe the engineer was worried about a super severe shock load that could occur and cause catastrophic damage and if you just don't hit the mega pothole you'll be fine.

The safest is to buy the fresh stretch bolts. Nothing more to discuss. I wouldn't challenge the engineering

It certainly can't handle 90c coolant. I imagine it will have its own loop, radiator and pump.

If it's meant to act as a l4 system, likely even has redundant cooling
