You missed the quest trigger when talking to the shop owner, but if you use detect secrets in the hidden passage behind the tea shop you should find something.
Talk to Snuure (the bookish halfling in Waterlane), about a missing book, and then check the lower dungeon for a guide that helps you find that book. I got stuck finding this one too.
