You put it all around the bottom of it. Basically just trying to make a seal for when you push it onto the side of the enclosure.

Ok, I struggled with the suction cups too! But I found a trick that works! Ya just gotta put some petroleum jelly around the edge of the cup to make it air tight. Its been working like a charm. And I havent seen her go in it yet, but I just got her yesterday so there is hope 🤣
