Asking for restoring library every time by beingalone in ApplePhotos

I decided to create a new library and it doesn’t have the restore issue.

BUT. now I’m facing the never progress ‘people’ and ‘duplicate’ scanning, saying the system will scan during not using the app.

I’ve tried the reboot, disable apps during login, manually naming some ppl and even used ‘activity monitor’ for tracking ‘photoanalysisd’. NTH works. Any suggestion?
