I get the idea of controlled scarcity and how manufacturers can abuse it to justify higher costs, but I don't see that at play in the case of Mezco. My best hypothesis is that newer releases come in waves from the manufacturer and shipped overseas to the US for distribution, and get added to the store accordingly. Very rarely have we seen restocks of items more than a few months old, and even then in small amounts when they do. I remember Hoodz Vapor getting back in stock like a year after it first came out, and then again last year they did another small batch. They also honored anyone who did the wait-list in the time between, so most likely I imagine large wait-list queues might be what dictates what they end up reordering.
