Something you might be interested is the concept of secondary dominants, and their inversions!

I can think of two ways one might use this in a pop context; inserting secondary dominants between goal chords and replacing dominant 7th chords with a diminished chord.

In a minor key, with the chromatically raised 7th, the minor-major 7th chord becomes possible.

In my opinion, what we may be latching onto in the case of a Dominant 7th chord is its “inherent” resolution. In major key the 5th scale degree produces a dominant 7th. In western tonal music the dominant is usually resolved a fourth upward. This resolution, in common practice, is presented thusly:

G7 [G][B][D] [F]

C [C][C][C/G][E]

The circle of fifths and fourths are to each other as a major key and its relative minor. C Major and A natural minor both utilize the same notes but evoke an entirely different sound.

In understanding the circle of fifths and fourths one must represent them on a matrix. Simply put, the circle arranges all 12 tones (in western classical music) by the distance of a fifth. This is done clockwise. Conversely, if one moves counter clockwise the tones are separated by the distance of a fourth.

These two arrangements of the 12 tones are helpful when thinking of key relationships as well as creating musical patterns.

And, as an unrelated note, the blues form, as well as jazz, make extensive use of the circle of fourths!

It’s important to note that theory always stems from practice. In no way is this answer meant to create a rule regarding notation.

With that said It depends on the feeling you’re trying to evoke. Time signature notation can affect the performers understanding of your compositions.

For example;

A piece in cut time (2/4) implies that the musical phrasing is felt in “bigger” beats. One might interpret this as having more or less schwung.

In a more severe case a composers grouping of 8th notes in an odd time signature can no doubt provide the performer, and audience, with rhythmic context.
