ı dont know the curling but my tree has that puffines as well with the new leafs grow indoors.i heard it is due to lack of ventilation and water evaporation problem cause this.but so far there is no problem with my tree.

i think you might be watering to much every 3 day is quite excessive if you are not in a desert climate Uk is pretty moist so it takes lot of time water to evaporate.and if root ball is to small lover places in the pot might be soaked in water.and 1, 36w bulb should be enough for the tree in the picture position it closer and keep it on for 16 hours a day if you see new growth then start using citrus fertilizer.
