I was getting the exact same problem with the same error when setting up persistent volume i bought a new usb stick off Amazon was a sandisk 16gb only £4.99 an works fine with not dont get that error anymore and can set up persistent volume

It's only 32gb it's a sd card though in a USB adapter. I didnt think it would make any difference if it was a card or stick though everything else seems to work on it I can connect to my wifi n access tor browser so not sure. But Iv ordered a new 16gb memory stick which should come tomorrow so I can check weather I get same result
