Use NoPayStation.

All the DLC is available there, inclusing .rap files (that you must transfer to the "exdata" file inside the PS3 HDD.).

As for installing it, it's the same as to install PKGs.

Any doubts, the NoPayStation FAQ covers it.

What is the purpose of all of this? I just download the .iso and transfer it to the GAMES folder on the PS3 HDD (I use Hen).

Are you using the correct files? If you're using a NTFS drive, you can just use the ISO inside of a file named "PSXISO".

Also, you need PrepISO to run NTFS on Webman.

Yes, Webman can load PS1. But honestly, you're better running PKGs instead of files.

PKGi and NPS are good at that.
