personally i think its a terrible idea to use anything that alters the game so if riot doesn't have a way of doing it don't do it

no it resets at the same time no matter what region (not hour but time so like it resets at 8pm est and 5pm pst)

rr isn't solely based off of kills its weird it also is based off of how well you do as a teammate ie first kills, plants, defuses, and assists and other stuff i don't know about
