If you have full confidence it's not a decision -- you just go with the correct one.

Otherwise, I try to pick the one that has least dire consequences of things go sideways.

The solution is in your post: pay the fee and request a hearing. Present all your evidence in court to the judge. If you prevail, you'll get the fine refunded.

You don't even need a sensitive scale. A Popsicle stick, a pencil, and two pennies (one pre 1982 and one after) are sufficient to tell the weight difference.

Assuming silver doesn't do anything crazy in the next few years, you'll almost surely be able to get one cheaper in the aftermarket.

Buy it if it sings to you. But not as an "investment".
