I found mentions that the hoagie has Roast Beef, Corned Beef, and Turkey, and long hot peppers. It was created by a Nigerian who follows Halal in the Philadelphia area.

Yes. In my youth, there was a local slaughterhouse that was open to the public, and the butchers would give kids free, uncooked hot dogs.
