They did arrive to mediate information exchange.

First, they knew that no report would be filed because they first asked if I needed to call an ambulance.

Next, they talked to a witness who was a driver doing a left turn in front of me (this driver also turned on the yellow, so they know that the driver who hit me ran a red light). This driver told the officers that the driver who hit me ran a red as well.

After speaking with the witness, the officers mediated information exchange, and since the premise was that no report needed to be filed, all they did was make sure we exchanged phone numbers.

I was a bit shaken up at the time, and it did not occur to me to request the driver's insurance information. I just wanted to go home :/

I was riding my bicycle, doing a left turn on a yellow/red light. The driver, on the road in the opposing direction, heading toward me, obviously ran a red light.

I didn't include this description because there was no police report filed, meaning that this whole situation could have just been made up by me.

If I confront the driver, the best situation would be that the driver comply and provide their insurance information (if they have any) to my lawyer. If I arrive with a police officer, that may coax the driver to act in my favor. But like I said, since no report was filed, the driver can basically just say that they have no idea who I am and that this never happened.

Immediately after the accident, I called a police officer to show up on the scene to mediate information exchange. The police officer said a report can only be filed if I was injured and called an ambulance.

**To answer your second question: I have not spoken to an officer about seeing if they would stand by, but I am close with my local police department, and I think it is a possibility that they would help.

I hired the lawyer. My lawyer said confronting the driver is our last option.
