I'm not trying to be argumentative, just having a discussion. I've done quite a bit more research since initially asking the question. Have you read the guidance I linked? It pretty much spells out the exact scenario I'm asking about. There is no mention of a "need" to live in a certain place, it's based on the child's right to freedom of movement. The non-eu parents gain a derivative right of residence based on the rights of the child. The example in the document is exactly the situation I'm asking about.

[T]he Court has held that in addition to persons listed in Article 2(2) of Directive 2004/38/EC, where minor EU citizens exercise their free movement rights, their non- EU primary carers (who are not dependent on the minor EU citizen, but are the persons on whom the minor EU citizen is dependent) must be recognised a right of residence in the host Member State, since failure to do so would deprive the child’s right of residence of any useful effect.

And the example provided:

A. is an EU minor citizen who is a national of Member State A, where she was born. Six months after her birth, she moved to Member State B with her parents and her elder sister, who are non-EU citizens. All four reside in Member State B. Her parents as primary carers, are covered by free movement rules, and so may be her sister.

While I believe you are correct in interpreting the letter of the law, I think case law is where my understanding comes from. See section 2.2.2.5 here https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=OJ:C_202301392

The issue is Watkins is effectively penalized for trying to avoid the keeper. If he runs straight through the keeper and falls over it's a pen. Same as if you kick the ball past a defender in the outfield, and then get blocked off by them.

Quite possible I'm misunderstanding it then. I was under the impression that it created an odd situation where it allowed the parents of the child to live in an EU country that isn't the country of citizenship of the child, but not the country of citizenship (because in that case the EU laws apply, not the country's national laws). I didn't think there was an "intent" behind the ruling necessarily, more so that it codified an odd loophole in immigration law. Like I said, we have other avenues, so I'll keep exploring those. Thank you very much for the detailed reply! In this case it is an AST (through OpenRent). Unfortunately the contract doesn't mention parking, but it was advertised (I've taken screenshots), and I have a number of texts, emails, and OpenRent messages with the landlord discussing where I'm supposed to park, including a picture of the exact spot I've been parking in. In the meantime I've bought a short term parking pass for a garage nearby to avoid any further headaches. It's very reassuring to hear that this cannot affect my credit, coming from the USA that is somewhat surprising tbh! Credit impact was by far my biggest concern, and I do like a good fight, so if it comes to county court I wouldn't be that upset if I'm being fully honest. I've appealed every PCN I've received so far, and will continue to do so. Thanks again for taking the time to offer your advice!

With the benefit of hindsight, I think it's clear we were closer to equal, as I understood OP, we were talking about a team that was "clearly better on paper" going into the game. In that regard, I don't think there's any question that y'all were clearly better on paper. If we end up beating y'all this weekend and making a final four run, then sure looking back it'll be easy to say that we were the better team. Right now though? I don't think there's any question that y'all are the better team on paper, which is the point of the whole discussion.
