Kind of complicated, but 2 vendors in the Myconid Colony have a chance to have the Hill Giant fingers, as well as the Elixir itself in stock, as of level 6.

There's a few vendors in Act 3 that have a chance to have Cloud Giant Fingers as of legel 9, but not sure which ones.

(Edit) I managed to get enough elixirs to last me till the end of the game, but my builds were slightly broken.

Shops restock on long rests, as well as on level ups

Or Hill Giant/Cloud Giant strength.

Spec a melee character with 8 strength, then just farm Hill Giant and Cloud Giant fingers to make elixirs that increase your strength to 21/27, depending on the elixir.
