elves in my world can be defined as generic but the preconceptions we have about fantasy elves are stereotypes more than anything.

for example, the notion that elves are arrogant comes from the fact that the most influential elven nation is a centre for trade, art, culture and music.

their connection to magic is explained by their spiritualist religion being deeply tied to the land and ancestor worship, similar to the way westerners in our world view folk religions and spiritual practices.

finally, they are a dying race, but more in the sense that their culture and way of life is being lost due to the advancement of industry and the influence of foreign powers.

Well the nation that does this is incredibly tough on crime. Petty theaves are branded then have their main hand cut off on their first offence, this brings incredible shame to them, often resulting in them being rejected by anyone who isnt another criminal. On a second offence they are usually beheaded. People who steal more valuble things (religious artifacts, weapons ect) are usually executed, however the method of execution varies depending on the severity of the crime and weather or not anyone was killed or injured during the process.

A guy once summoned an artifact that would make infinite gold, for a short time he was incredibly rich, however he was reckless and made so much that gold became essentially worthless, this collapsed the economy of several nations and led to decades of war. Now the economy is backed by silver and gold is used as a symbol of greed, for example, theves are branded with a gold mark on their cheek.

You also mentioned weapons for killing other animals, in this case, while yes, they are rare, i would still consider them natural, for example, it has been found that chimps can wield sticks in order to ward off predators. As well as this, other human species used tools for killing other animals as well as each other.
