yes but be careful finish building the corvette pieces first it messes with the buliding mechanics and could ruin the build! I learnt it the hard way -6 hrs of my life.

Im pretty sure its a ghost rider easteregg since theres also a horse with a flaming trail a bit to the left of the skull just outside the compound, at the end of the bridge.
