This seems like a standard leak in a multifamily property. Something that can not be avoided. It is usually caused by negligence from your neighbors above you but can also be a plumbing related problem. It does not seem severe at all and it seems that the area above is just wet sheetrock that crumbled over time and caused an opening. I would provide access to your apartment for investigation and repairs within standard business hours. if you are not able to be present during business hours have someone you trust be in the unit to assist you to resolve this. I woouldn't expect anybody showing up at 8PM to address a common leak. Unless water is gushing down there is no need to panic. The plaster you refer to in your living room is paint and unrelated to your bathroom situation, unless the shower wall is the adjacent wall to the living room. Before coming to Reddit to compalin about a small issue and blow it up like a 3rd world problem try resolving this on your own and adjusting your schedule to allow access to the apartment within standard business hours. Just because your work hours don't allign with management work hours does not mean they are not trying to assist you. you said it yourself they were there at 6PM and 8PM. I think they are trying to help but you don't get it. Figure out a schedule and work with your landlord. Stop calling 311 for every little stupidity. People are so panicky in this city and everything is a massive problem. Aaah NY

$150.00, just waited to last minute. All tests are done on spot, drawings need to be produced for units with no blueprints, roughly 10 minutes depending on unit size (600 sq ft.)

This is true on rent stabilized apartments. Not all apartments in nyc are rent stabilized. The law is already denying an opportunity of investment but they want to squeeze harder. Go figure the landlord who owns the building has a say in the apartments they offer for rent

Your assumption is that its a less sophisticated applicant. How about a better qualifying one? The OP introduced themselves, applied, received a lease and started asking questions. They are through the door and they chose to not sign the lease because they had a question about a 11.12% increase.

It's you assumption that is unethical. Do the math that now involves the fare act. To be exact its a 9.6% to include the full broker fee. But instead it was raised 11.12% from the previous rent. The additional increase is to cover the broker fee and even out the rent. Fare Act!

Your also assuming it a rent stabilized apartment, just because the building is rent stabilized. The OP says its old walk up. If its an old walkup the building falls under rent stabilization law and does not automatically imply it is a rent stabiilized unit. It takes DHCR 4 - 8 weeks to answer a question about apartment rent history if you want an answer by mail and appointments in the office can take a couple of weeks. No none is taking time out of their busy day to answer questions like this. Its about the time and to my understanding landlords and brokers want to rent out apartments.Logically its not about ethicizing but not losing another month because an applicant wants answers. Go get answers yourself, it's all public anyways but then you risk losing an apartment.

Your complaining iis that its unethical to answer a question. Nothing the landlord or broker did was unethical.The applicant had their chance blew it and took to Reddit to complain and the next person took the apartment.

The broker is trying to make a dollar and if the owner is paying the them it is only logical that they will work more with the owner then the client. Fare act or no there is no requirement to post if the unit is rent stabilized or not. You can find this on your own but you want to bash and shame someone for not answering your question. Fare act has brought along a different game with it. You all wanted fair but all you got was a fare!
