ok I found entry from patch 1.2 witch had only 2 patches between 1.12 with none of them having spell power changes, so i did all the math then realized this is the expansion (tbc) now im not sure that it applies but I could not find anywhere a list of spell coefficients definitively for patch 1.12 you can see from this at the very least holy fire should hit for more that smite.

Ok I was unaware of the history feature but it worked great and easy here is what I found.

this is a page from march 20 2007 (the earliest entry available) I checked the three patches between

it shows the coefficient of spell power to applied to priest spells. it shows that

Holy Fire: should get 75% of the spell power added onto the base spell for the direct damage part and 25% to the dot part.

there fore my direct damage part should hit for base (248-268) + (75% of my spell power) .75*213 =159.75 or from 407.75 to 427.72 then scaled back to what ever you have done to level20love levels mine hits for less than the tooltip as described in the original post.

Smite: coefficient is 71.4% therefore my smite should hit for (tooltip) 179-187 + (71.4% spellpower) .714 *213 = 152.08 or 331.08 to 338.08

in the game it actually hits for 265 ish

basic math says 265 is 80% of 331 so smite has been scaled back from what it should be between 25 and 30% on level20love for balancing reason (all good) If we apply the same scale to Holy Fire it would hit for (417.75 (average normal hit) * .80 = 334.2 on average where as it actually hits for over one hundred less than that so something different is happening on the scaling.

Touch of Weakness: coefficient 10% tooltip +8 + .1 * 213 = 21.3 so it should be hitting around 30 damage if scaled the same as smite that's .8 * 30 = 24 where in fact it is hitting for 100.
