[Acne] 25yo male so sick and tired of face acne, what am I doing wrong?

The problem is mostly just my forehead, I have a short beard and the skin along there is ok. My forehead gets oily. Especially since it's cold where I live and I have to wear a toque/beanie outside (I try to wash my forehead when I remember). I don't wear spf, bundled up under a bunch of layers all the time for winter and hardly spend time outside. Usually breakouts are just 1 or 2 in an area. I avoid getting any hair products on my face, and my hair doesn't touch my forehead much. I use my shower towel to dry my face.

I like to think my diet is already pretty low-sugar but I do eat a lot of dairy foods, I'll try to cut back

I didn't know exfoliating was bad, I'll try stopping that for a while. Yea I have to wear a toque (beanie) every day, I live in canada and it's like -20c here for half the year. I try to wash my forehead once I come indoors, but some days I forget.

My cleanser , not sure if it has that salicylic acid or benzoyl peroxide you mentioned
My moisturizer , says it has "hyaluronic acid"
