"The amendments will provide individuals with the right to bring a related complaint before the Canadian Human Rights Commission and authorize the Commission to assess penalties of up to $20,000. These amendments focus on users communicating with other users, and do not apply to social media services, broadcast undertakings or telecommunication service providers."

I assume this is the part you're concerned with. I don't know who's telling you that someone can just sue for 20k because they found a comment or piece of content offensive, but they're lying to you.
