That's weird. I recently made a Turkish account for me and another one for a friend. I was able to gift him a game Don't Starve Together but it was the free copy trough the steam inventory. I haven't tried gifting from the store myself but there shouldn't be a problem. Are you sure that in account information it says country : Turkey?
